“The title of this paper-cut mural, Burocracia, is a play on words. It connects the words bureaucracy (burocracia) and donkey (burro) to emphasize the foolish stubbornness of bureaucratic systems. It is a scene of endless conflict and self-destructive action. In Victor’s violent and cynical depiction of bureaucracy, nothing is accomplished and nothing is resolved.”
