As the four horns of the goat push towards the four directions of the compass (“the four winds”), something pushes back. Out of one of these directions (“winds”) comes a horn from littleness. It pushes southward, then east and then towards the glorious land before ascending high towards Heaven. This follows the trajectory of Rome, which expanded southward, conquering Carthage in the Punic Wars, then it stayed the expansion of Antiochus the Great in the Roman-Seleucid wars, and then its reach extended to the glorious land, after which the Emperors began to glorify themselves as gods. This practice was continued by the Pope filled the power vacuum of the city of Rome after the removal of the capital to Constantinople. The Pope assumed the title of the emperors - “Pontifex Maximus”.
