This scissors was used by a very posh barber living in the Highest District. In this Highest District you should be able to show that you are wealthy on all aspects in your life. Meaning that you should show it through how you look, how you live and what tools you use.

For sentimental value the barber put a lock of hair of someone dear in the flask, ofcourse in the most extravagant flask possible. :)
