I created this cold looking sea in Blender,Using an armature and weight painting to animate the mesh, Its quick and dirty with only one material, There are 16 bones, 13 to drive the mesh and 3 to animate the floating objects, The bones of the objects are parented to the nearest mesh deforming bones so that it all moves together, all the wave deforming bones are contrained to the movement and rotation of the most central bone which has been animated with keyframes,
Has a little boat, bottle and liferaft, One looping animation, low poly, cheap to run
