This sign is situated on the corner of one of the Roman Forts at Chew Green, Coquetdale, Northumberland UK. This Roman site lies within part of the Otterburn Defence Training Estate, this area is used for ‘dry training’ (no live firing) and there is public access here at all times.
I think these signs are used to indicate archaeological remains, but they don’t appear to be very frequent, this one is embedded it the top of a roman earthwork. The earliest dated graffiti is from 12 May 1984, so presumably the sign is not much older. Most of the graffiti is written in pencil, the carbon in the pencil affects how the aluminium oxidises. Some graffiti is scratched in but this is generally less clear and more limited in its extent.
In an area with public access, only some of the graffiti is clearly military.
