It is a volcanic rock (tuff) deposited by a pyroclastic surge, which produced the fine laminations. Brittle deformation is represented by multiple cm-scale faults that cut the laminations. The tuff was later eroded into a cliff by the sea, and this piece fell off the cliff and landed in the sea, which quickly rounded it.
