Larry Eugene Phillips, Jr. and Decebal Stefan Emilian “Emil” Mătăsăreanu, a.k.a. “The High Incident Bandits”, were a pair of murderous bank robbers famous for perpetrating a deadly shootout with Los Angeles officers after robbing a bank on February 28, 1997.
