Metal object with Chinese style dragon

This is quite a misleading artefact as the form looks so distinctive and recognisable. The motif, a Chinese-style dragon evokes an antiquated date; however it is actually a post medieval/modern artefact. This object has two loops which indicate that it was attached to something, perhaps as a decorative fitting of some kind, but its precise function remains mysterious.
