HWT, RW-1 in gusty wind. When wind stops, windmill races forward as the power generating rotor becomes a propellor generating forward thrust. When windmill has rushed forward the wind suddenly begins to blow again pushing the windmill downwind once again. The stops prevent the gooseneck from pointing downward which would cause the spinning blades to strike the hanging strut, and from pointing too far upwards which would cause the gooseneck to strike the hanging strut.
