This is the skull of Platalea sp., a genus of long-legged wading birds with 6 species found on every continent except Antartica. They feed by sweeping the wide, flat end of their bills partly open through the water to pick up crustaceans or insects. Spoonbills generally stand about 3 feet tall and the only species found in the U.S. is the Roseate Spoonbill which has a pink body and white head.
