This is a monument commemorating the first rural charter of the NAACP established by Joseph Tinner and Dr. Ewin B. Henderson. The charter successfully revoked a segregation law imposed by the City of Falls Church in 1917, which would have forced many African Americans to leave their property throughout the city and reside in a small section of town south of Fairfax St.
Joseph Tinner was a skilled mason, and quarried/carved pink granite from a quary located at the bottom of the hill. Tinner used the stone in the construction of businesses and homes throughout the city. Many original stones hand carved by Joseph Tinner in the 1920s were reused in 1999 to constuct this arch.
The Target/highrise apartments were built behind the monument several years after its construction.
