For the rim, I used two mirror modifiers, one to mirror the pattern so that it covered a full quadrant and the other to mirror that onto the X and Z axis.
For the tire, I experimented with the array modifier but it wasn’t going very well. I experimented with some others and ended up using the Screw modifier to spin a cross section of the tire all the way around.
For the treads, I used a Mirror modifier to repeat the pattern onto the other half of the tire. A Shrink-wrap modifier to stick the pattern to the tire. A Solidify modifier to give the pattern depth. And finally, an Array modifier to repeat it around the tire.
Everything has a Subdivision Surface modifier.
