The fountain was erected on the occasion of the 30th anniversary of the Wiener Wechselseitige Versicherung (originally: Städtische Kaiser-Franz-Josef-Jubiläums-Lebens- und Rentenversicherungs-Anstalt), which had its headquarters here. The bronze figure was made by Oskar Thiede. The pedestal, fountain bowl and central column are made of Lindabrunn conglomerate. The fountain was unveiled on June 7, 1928.
Specialized weavers were clothiers who exclusively produced fine rolled and napped woolen fabrics called cloths.
