It is unlikely that this was an official issue powderhorn, but a decorative piece of scrimshaw (horn engraving) in the form of a powderhorn.
This is probably made from horn, probably a cow’s horn. It is curved in shape and has carved scene of a Mail Coach on it on one side with ‘John Davis/ Royal Mail/ 1815’ on the other. The end appears to be blocked with some form of seal. There is a metal rim around both the mouthpiece and the end of the horn, both with a small metal loop, possibly for attaching to a cord or similar to wear/carry it.
