During the Nara period, Japan was divided into about sixty provinces, each of which was further subdivided into districts. While provincial governors were dispatched from the central government, local ruling clans were appointed as district officials. Nasu District was located in the northern part of Shimotsuke Province (present-day Tochigi Prefecture), and its government office was established in what is now Nakagawa Town. This roof tile, bearing a rengemon (lotus pattern), was used at the Nasu District Office (Nasugunga). The lotus motif reflects the influence of Buddhism. It has been noted that this tile closely resembles those used at Shimotsuke Yakushiji Temple in the 8th century.
