the fbx file can easily be imported into maya without problems,Blender or any other software may able to handle the bones well. For the constraits just give parent constraint to the controllers and the bone,for the legs put IK. and you should be set (in maya atleast).
If the textures look bad or broken change the textures to ACES-cg color space in Attribute editor or equivalent of the in any other software.
I may make this a paid model where a proper Maya 2024 file will be given.
