This detail comes from the black-and-white marine-themed mosaic in the eastern Fish Shop (IV.5.1a) in Ostia. In the 3rd c. CE, the shops on the northern side of the Macellum (IV.4) were expanded into the portico and renovated with a mosaic pavement, marble counter, marble water basin, and marble tables. Mosaics like this one advertised the fashionability and propserity of the shop, reflecting also the trustworthiness of the shop owner. Because of the marine theme, some scholars believe this shop sold fish; however, marine-themed mosaics were popular at Ostia, especially in baths and commercial spaces.
