I first started by making the base dragon model before adding the teeth, horns, and spikes on the back. Then, I used the Cell Fracture feature to break the base model and spikes into about 200 individual pieces.
Using Substance Painter, I baked the normals of this complex broken mesh onto the simpler model before Cell Fracturing, giving it a fractured look while keeping the polycount relatively low. This resulted in the final model being around 11k vertices, rather than 132k.
