An orbital ring consists of two parts, an inner and ring and an outer ring. You can only see the outer ring. The outer ring is stationary to the planets surface. The inner ring is inside the outer ring and spinning at orbital velocity to stablize the whole ring. The inner ring is magnetically isolated from the outer ring so that it does not come into contact with the outer ring.
You can build a surface on top of the orbital rings, such as a shell world. In fact, there are many advantages to having the rings in place.
