Looking at the concept art for the "Lost River" location that shows the Dragon Leviathan skeleton and open-mouthed skull with the Spine Eel inside, the fish looks to be around the same size as the Shocker Eel since you can see the size difference between it and the nearby Exosuit.
Not saying I don't like the head or body, just saying that the coloring on it needs to eventually match the body for a more uniform look. Of course, the body is incomplete at the moment anyway, so hopefully it will.
Well it could be used as a camouflage, Or the head is still W.I.P. I just imagine it using it's head to hide like a rock, then burst out and attack, Or it could be used as protection like a ram, Or maybe it's just a mistake like some of the Exosuit clipping in game
Thing is, both the Moray Eel and jellyfish have bodies comprised of the same material that their heads/bells are made of. In both cases, the body and head match in coloration or transparency. So, it just looks really odd to have a head on the eel that doesn't at least match in color. Transparency doesn't matter since it would be made of cartilage, but it definitely need to be a slightly similar hue to that of the body.
I think the reason it's head is different is because It might be like a Moray eel, They have hard heads and pop out to grab food when it's near, like a human, which they will attack and bite
I forget what its called but basically phaoto I see the body having the same kind of protective skin similar to a jellyfish with just the head being where it all attaches to. That is if it where to stay transparent like it is right now.

I like the detail, especially how you added the bit behind the head, even though that's probably never going to be visible.
I am curious how it eats anything, though, since it doesn't actually have any organs.

actually more like 9-10 foot now I've seen the Shocker.

The only problem I see with the the critter is the head doesn't match the body. It should also be clear, just with a thicker cartilage-like structure.
