The Great Patriotic War Monument near Ksani

This is a peculiar monument dedicated to commemorate the fallen in the period of WW2 known on the post-Soviet space as The Great Patriotic War. I could not find any reference to the monument, its construction date, or the architect.

I had only 60% of battery on my drone, so I could not produce a high quality scan.
